Fom 2002 to 2007, ANIMA’s primary goal was to reinforce the capabilities of the MEDA investment promotion agencies (IPAs). However, the ultimate goal of the network was to increase foreign direct investment flows into the Mediterranean region -mission accomplished ! |

Tell the truth |
In order to achieve its objectives, it has been necessary for ANIMA to work at the same time on :
- the global image of the Mediterranean
- the investor reception conditions in MEDA countries,
- and the practices – which sometimes differ from the intentions;
These topics are often on the edge between politics and economics. ANIMA can play a useful role if it is possible to speak openly and honestly with respect to decision makers. It is not only necessary to improve the capabilities of the various MEDA IPA staffs, it is also necessary to tell the truth in economic and political terms, especially about the reasons which may explain the lack of commitment from international investors. |

Be pragmatic |
Beyond the missions given by the European Union, ANIMA has the ambition to contribute to a significant acceleration of investment activities in the Mediterranean, through an approach where the region defines itself, is promoted, and is fully co-operating. This results in the least academic, and the most pragmatic interpretation of ANIMA operations, even with respect to training :
- Systematic use of case studies and concrete on-going projects, in MEDA countries;
- Development of the tools used by IPAs – promotion documents, web site, selling points, data bases, road shows etc.;
- Use of seminars and other conferences as means of maximizing the contacts with investors, in particular European or Mediterranean;
- Identification and transmission of real investment projects to the MEDA countries. |

Exchange and share |
The spirit of the project is co-operative. All the partners, whether they come from EU or from MEDA countries may give and receive. It cannot be that the South only listens to the lessons from the North … on the contrary:
- Each one can contribute to the project according to his experience, successes, and even failures (which have their didactic importance);
- A South-South co-operation must be established, based on the breakthroughs in different MEDA countries;
- The participating EU IPAs are aware of the possible contribution of the MEDA countries in new forms of economic exchanges and search for complementarities, in the mid-term interest of all parties. |
